The purpose of cookies is for the site to store some of your choices for a certain period of time (e.g. during a session or permanently on a terminal device). Cookies can also be used to collect anonymized information about user activity on the site. Site- and device-specific cookies can be managed in the browser's privacy settings.
If cookies are used to collect and process personal data, the basis for processing personal data in the Service Manual is consent for non-necessary cookies (data protection regulation 6.1 a) and compliance with a legal obligation for essential cookies (data protection regulation 6.1 c, Municipal Act § 29, Electronic Communication Services Act § 205 ) as well as public interest and public power (data protection regulation 6.1 e, data protection act § 4).

In the Service manual, the purpose of collecting cookies are as follows

  • enables the use of the site (e.g. authentication cookies and technical cookies)
  • to collect analytics data from the user's page downloads for site development purposes. The Matomo service is used to monitor the analytics.

Necessary cookies

Necessary cookies enable the technical functionality of the site, i.e. the functionality that is necessary for use. These include, for example, logging into the site, managing content and maintaining information security. The site does not work properly without these cookies and their use does not require the user's consent.

Statistical cookies

We collect visit and behavior data from website users. The information is not identifiable to you. The information is not forwarded to third parties.

Analytics cookies are used to collect information about how websites are used. Analytics collects e.g. information about arrivals to the site, page downloads, site loading times and movement on the site. The information can be used e.g. in the development of the site's usability and contents. We use analytics software (Matomo) provided by a third party on our site, which sets a tracking cookie on the user's computer.

We collect visitor information as follows:

  • The IP address is only stored for the first two syllables. The rest is anonymized.
  • User ID is not collected
  • Date and time of visit
  • Title of the visited page (Page Title)
  • URL of the visited page (Page URL)
  • URL of the previous page (Referrer URL)
  • Screen resolution
  • Time in the user's local time zone
  • Files that the user clicks or downloads (Download)
  • Clicked links that lead outside the domain (Outlink)
  • Page generation time (time in which the web server generates the page and the user loads them: Page speed)
  • User location: Country, region, city, approximate latitude and longitude (Geolocation)
  • The main language of the browser (Accept-Language header)
  • The user agent of the browser used (User-Agent header)
